I can't find the damn thing & will look for it tomorrow at work but I remember reading about a russian officer that said that they were experimenting with a biological weapon something like this during the cold war and that the test ground for it was in africa (ala the movie "Red Scorpion"). I hope that this wasnt the start of another Operation Paper Clip.
