do you think they'd honestly help resolve civil unrest or create more?
maybe low risk prisoners, but hard core ones would either desert immediately upon arrival, commit crimes against others even during training, or become a national embarassment by raping an entire town, and the animals too *sigh*
and then there's the issue of appeals for many in prison or innocent people. say they're over there and suddenly their case comes up for review. it's a whole new headache to think about.
